Local context
Porto-Novo is the constitutional and political capital of Benin and a commune with special status in the Ouémé department. A 2022 government decree lists Porto-Novo among communes with special status and names Ouémé as its department. The 2013 law on local administrative units lists its urban neighbourhoods by arrondissement. This route concerns that city-commune boundary, not the full Ouémé department, nearby communes, or every place connected to the Grand Nokoué urban system. A department or metropolitan figure must be labeled before it informs a local decision.
Capital status also needs a practical qualification. Benin's official spatial agenda says Porto-Novo is the official political capital while many principal government facilities and decision centres are in Cotonou; it sets an ambition to restore more capital functions to Porto-Novo. UNESCO describes Porto-Novo as a cultural and administrative centre with commerce, crafts, services, small industries, and a significant informal sector. Neither account proves a public vacancy, customer, income, formal business status, grant, admission, or programme place. The official spatial agenda distinguishes Porto-Novo's political-capital status from the concentration of many decision centres in Cotonou. A capital label does not locate every ministry, employer, commute, or service.
