Lanzhou is the capital of Gansu Province and a prefecture-level municipality. The municipal Civil Affairs boundary notice identifies five districts—Chengguan, Qilihe, Xigu, Anning, and Honggu—and three counties—Yongdeng, Gaolan, and Yuzhong.
