Local context
San Juan de Pasto is the capital city of Nariño, while the Municipality of Pasto includes the urban area and seventeen rural corregimientos. The mayor's 2024 planning dialogue explicitly addressed those rural communities, and the current 2024–2027 municipal development plan covers the whole municipality. That boundary matters: a city-center resource, corregimiento concern, municipal target, Nariño program, and DANE labor indicator may use different denominators. A coaching plan should identify the client's actual locality, travel, connectivity, language, work or study institution, household schedule, and responsible authority.
The Nariño government operates ViveLab in Pasto as a public digital training, entrepreneurship, and experimentation space and announced 2026 youth-enterprise initiatives involving Pasto and other municipalities. DANE's 2026 labor bulletin reports Pasto among 23 cities and metropolitan areas, with its own stated survey methodology.
