Erbil, also called Hewlêr, is the capital city of the Kurdistan Region of Iraq and the administrative center of Erbil Governorate. Those three labels are related but not interchangeable. Erbil Governorate's official material separately refers to the governor, the Erbil Center district commissioner, the president of Erbil Municipality, and governorate-level directorates. This page therefore treats a coach as exact-city inventory only when the profile identifies Erbil itself.
