Local context
Kōchi City (Kōchi-shi) is the prefectural capital on Shikoku. It is not the whole Kōchi Prefecture and is unrelated to Kochi in India. Japan's 2020 census publishes Kōchi-shi as a municipality, while the city's current strategy and program pages distinguish city programs from prefecture-led opportunities and wider-area collaboration. This route is for Kōchi City. Prefectural labor, migration, tourism, or business figures should not be converted into a city opening or an individual's prospects.
