Tumbes is a current city and the capital of Tumbes Province and Tumbes Department, within the same-named district. A 2024 CEPLAN territorial profile identifies the city as the regional capital and separately describes a department of three provinces and thirteen districts. The national government's territorial page also distinguishes the capital city from department-wide population and center-settlement data. That boundary matters in a border region: a departmental statistic, event in Zarumilla, coastal condition, protected-area rule, or Peru–Ecuador border announcement cannot automatically be treated as an exact Tumbes-city fact or a claim about a reader's nationality, migration status, travel, trade, livelihood, or safety.
