Freetown is Sierra Leone's capital and seat of government. Freetown City Council describes the city within mountain, forest, river, and Atlantic boundaries and organizes its Transform Freetown work around resilience, human development, healthy cities, and mobility. Some projects also involve surrounding catchments, national ministries, or the wider Western Area, so an FCC target, district statistic, or catchment project cannot automatically describe an exact neighbourhood. The council's 2024–2028 development agenda identifies climate action, heritage tourism, digital economy, and human-capital development and announces a target of creating 120,000 decent jobs.
